A survey by the Daily Telegraph has rated Conservative-run Waverley Borough Council as one of 20 councils entitled to give themselves a pat on the back - and where homeowners are likely to get the benefit of good local services.
Council Leader Robert Knowles is delighted that Waverley has been rated so highly saying: "Councillors and council staff work very hard to provide excellent services and the best possible value for money. By working hard we have been able to make major improvements in waste collection, leisure centres throughout the Borough, children's play areas and many other services without any increase in council tax.
"I'm very proud about what we have achieved so far but I am also very keen that we continue to make improvements and provide even better value for money for the council tax payer in future years."
